In January 2020, GIC Ltd was commissioned to conduct a Mid Term Review of a project called “Transforming African Agricultural Universities to meaningfully contribute to Africa’s Growth and Development (TAGDev)” by the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) Uganda.
This mid-term review was undertaken during the COVID-19 pandemic which disrupted normal work processes and required significant process adaptation.
The paper, published by the African Development Bank in 2021 presents the methodology which the review team designed to manage the resulting restrictions and protocols and offers some recommendations from the experience. This paper discusses how the review creatively mixed evaluation approaches such as Outcome Mapping, Outcome Harvesting, and most significant change with more traditional methods such as interviews, focus group discussions, and surveys almost all virtually.
